Parliamentarian OKs Senate GOP on bill to repeal, replace ObamaCare

The Senate Parliamentarian, whose blessing is needed to allow Senate Republicans to pass a replacement for Obamacare with 51 votes, has said that the House bill is an appropriate foundation for the Better Care Reconciliation act.

The decision, reported by CQ Roll Call through leaks from Senate aides, does not touch on whether certain aspects of the Senate bill will be allowed under reconciliation, the mechanism for avoiding filibusters, and the need to round up 60 votes.

It just says that the way the House structured its repeal-and-replace bill works within the reconciliation guidelines. Democrats had argued the bill did not meet those guidelines.
